SHIP Priority Areas Description Action
Priority Area 1: Behavioral Health
The State Health Assessment identified behavioral health issues, including treatment for mental health conditions and substance use disorders, as some of the most significant issues facing the State of Illinois. The SHIP addresses behavioral health with respect to reducing stigma; increasing behavioral health literacy; improving data collection, utilization, and sharing; reducing deaths due to behavioral health crises; improving response to community violence; and improving the opportunity for people to be treated in the community rather than in institutions.

Priority Area 2: Chronic Disease
Chronic diseases are among the most common, costly, and preventable of all health problems. Chronic disease was identified as a health priority by the SHIP planning council for several reasons, including identification of priorities by local hospitals and local health departments. The SHIP focuses on increasing opportunities in four areas: active living, healthy living, tobacco-free living, and community-clinical linkages.

Priority Area 3: Maternal and Child Health
Maternal and Child Health focuses on six population health domains: 1)women/maternal health; 2) perinatal/infant health; 3) child health; 4) children with special health care needs; 5) adolescent health; and 6) cross-cutting or life course. Work in this area seeks to improve access to health care and delivery of quality public health services to women and children.

Action Zone 1: Social Determinants of Health
Social determinants of health are conditions in the environments in which people are born, live, learn, work, play, worship, and age that affect a wide range of health, functioning, and quality-of-life outcomes and risks. Conditions (e.g., social, economic, and physical) in these various environments and settings (e.g., school, church, workplace, and neighborhood) have been referred to as "place." {Secretary's Advisory Committee on Health Promotion and Disease Prevention Objectives for 2020. Action Zone 2: Access to Quality Care
Access to comprehensive, quality health care services is important for promoting and maintaining health, preventing and managing disease, reducing unnecessary disability and premature death, and achieving health equity for all Americans. This topic area focuses on 3 components of access to care: insurance coverage, health services, and timeliness of care. When considering access to health care, it is important to also include oral health care and obtaining necessary prescription drugs. {https://www.healthypeople.gov/2020/topics-objectives/topic/Access-to-Health-Services}. A goal of the SHIP is to improve access to care.
