The basis of public health strategies is understanding the problem -- where it is located, how it is distributed by age and demographic factors, and what risk factors can form the basis for public health intervention. In order to create a state health policy that assures effective, accessible and affordable health services, the Office of Policy, Planning and Statistics collects and evaluates information on the changing health status, health needs and disease occurrence of Illinois residents. This information is used to conduct epidemiologic studies, health needs assessments, prevention and regulatory programs, and to identify future needs for hospitals, nursing homes and other health care facilities, services and personnel. Information collected and duties include --

• Adult Blood Lead Registry -- records adults with elevated lead levels
• Adverse Pregnancy Outcome Reporting System (APORS) -- collects
  information on birth defects and developmental disabilities
• certificate of need (CON) -- processing and review of applications for health care facility construction and medical equipment purchases
• Census of Fatal Occupational Injuries (CFOI) -- tracks job-related deaths
• epidemiologic research
• Hazardous Substances Registry -- records adverse health outcomes and sources of environmental toxicants
• health policy and planning -- develops studies and reports on public health and health care problems, targets and consequences
• hospital, home health and long-term care utilization data
• Illinois Health Facilities Planning Board -- staff and support
• Illinois State Cancer Registry -- collects information on more than 50,000 cancer cases annually
• organ and tissue donation and transplantation
• population estimates
• vital statistics
