The Office of Finance and Administration preserves the state's vital records on births, deaths, marriages, divorces, adoptions and abortions. About 500,000 vital records are registered annually. Since birth and death records began being collected in 1916, 28 million have been placed on file, including some delayed records dating back to the mid 1800s. A computer system put on-line in 1991 allows virtually all Illinois birth records to be electronically transmitted by hospitals to the Department. A computer tape of the birth records is then forwarded to the Social Security Administration, which issues each child a Social Security number and mails it to the parents. The office also provides technical assistance and establishes certification standards for local health departments; and handles electronic distribution of important health information to local health departments. The office oversees the Department's seven regional offices, which coordinate agency activities at the regional level, including administrative support, emergency response and liaison with local health departments and community health associations. Internally, the office is responsible for administrative services that include --

  • budget operations and fiscal control
  • collection and deposit of license and renewal fees, fines and penalties
  • electronic data processing
  • financial and accounting services
  • payroll
  • physical plant
  • printing and warehousing
  • property control
  • purchasing
  • telecommunications
  • vehicles
