Pest Management in Public Schools as Mandated by Public Act 91-0525
Dear School Administrator:
The Structural Pest Control Act (225 ILCS 235) is administered by the Illinois Department of Public Health (IDPH). Senate Bill 529, signed by Governor Ryan on August 13, 1999 as P.A. 91-0525, amended the Structural Pest Control Act to cover indoor pesticide applications in schools. Public Act 91-0525 requires that public schools:

Department guidelines for IPM programs in schools may be found in two manuals: "Integrated Management of Structural Pests in Schools" (1994), (PDF format) which reviews IPM policies and "A Practical Guide to Management of Common Pests in Schools "(1999), (PDF format) which discusses the technical aspects of control of common pests. Also, the manuals are available upon written request by contacting the Division of Environmental Health at the address below.
Please note that exterior pesticide applications on school grounds are regulated under Senate Bill 527, which amends Section 3 of the Lawn Care Products Application and Notice Act, 415 ILCS 65/3. This Act is administered by the Illinois Department of Agriculture (IDA). Senate Bill 527 became law when signed by the Governor on July 9, 1999 as P.A. 91-0099. Because of the recent amendment mandating an IPM program by August 2000, public school administrators will have to draft specifications very carefully to receive appropriate services for an IPM program. If in-house personnel conduct the pest control program, they may need additional training to comply with the law. Consequently, the Department, assisted by the University of Illinois Extension and Illinois Pest Control Association, will conduct a series of training seminars on IPM that will provide school staff with the knowledge to contract for, or to supervise, an IPM program. Attendees will receive the two manuals mentioned above and a certificate of attendance if they attend the entire seminar. If one or more of your staff want to attend the seminar on IPM, please have them complete and return the attached registration form. Attendees will receive written confirmation of their registration.
