Lead Risk Assessor
Application Instructions

After October 31, 1997, a person shall be licensed by the Department prior to engaging in risk assessor activities. All individuals who desire a Lead Risk Assessor License shall make application to the Illinois Department of Public Health prior to engaging in risk assessment activities in accordance with the Lead Poisoning Prevention Code, Section 845.28.

“Lead Risk Assessor” means an individual who has been trained by a Department approved training program to conduct risk assessments, sample for the presence of lead in dust and soil and conduct abatement clearance testing.

“Dwelling Risk Assessment” means an on-site investigation to determine the existence, nature, severity, and location of lead-based paint hazards and the provision of report by the individual or the firm conducting the risk assessment explaining the results of the investigation and options for reducing lead-based paint hazards.

The Department shall issue a risk assessor’s license to qualified applicants. In order to qualify, an applicant shall:

  1. be at least 18 years of age;

  2. submit a recent 1" x 1" photograph of applicant for proper identification of the licensee. The license shall not be issued without an identification photograph;

  3. submit the required $100.00 fee;

  4. submit an initial lead inspector certificate and initial risk assessor certificate or submit an initial risk assessor certificate and be a currently licensed lead inspector

  5. submit application to take the 3rd party exam and requirements therein. NOTE: Applicant has six months from the date application is received to pass the Third Party Exam.

  6. posses, at a minimum, one of the following combinations of education and experience:
  1. A bachelor’s degree in science, engineering, or environmental health, no experience required, or

  2. A bachelor’s degree in any discipline and one year of experience in a related field, (e.g., lead, asbestos, environmental remediation work, or construction); or

  3. An associate’s degree in any discipline and two years of experience in a related field (e.g., lead, asbestos, environmental remediation work, or construction); or

  4. Be licensed as an industrial hygienist, professional engineer, architect or environmental health practitioner; or

  5. A high school diploma (or equivalent), and at least three years of experience in a related field (e.g., lead, asbestos, or environmental remediation work, or construction).

Reciprocity. Each applicant for licensure who is licensed or certified as a risk assessor in another state may request reciprocal licensure. The Department shall evaluate the requirements for licensure in such state and shall issue the license if the Department determines that the requirements for licensure in such other state are equal to or greater than the requirements for licensure in Illinois. Each applicant for licensure pursuant to this Section shall submit an application accompanied by a non-refundable fee of $100.00

All licenses shall be renewed annually. All licenses shall expire on January 31 of each year, except licenses issued after October 31 and before February 1 shall expire on the next following January 31.

Renewal of License: Submit the renewal application and $100.00 non-refundable fee. Additionally, a certificate of completion from a Department-approved lead risk assessor refresher course is required at a minimum of once every three renewal years. If a renewal application is received after January 1, a non- refundable late fee of $15.00 in addition to the renewal fee. An applicant whose licenses has been expired for a period less than 3 years may apply to the Department for reinstatement of his license. The Department shall issue such renewed license provided the applicant pays to the Department all lapsed license fees, plus a reinstatement fee of $15.00. A license that has been expired for more than 3 years may be restored only by submitting a new application and successfully passing an approved lead inspection training course and for a lead inspector’s license and the additional risk assessor training course for a risk assessor’s license.

Failure to provide all the requested information will result in administrative action to deny the Lead Risk Assessor’s License.
