Pamela Mitroff launched the Wheaton based consulting firm bearing her name in 1994. Mitroff’s firm provides services to insurance companies, employers and associations in the public policy, government relations, employee benefits compliance, marketing and training areas.

Mitroff was a strong advocate for the business community during her nine years as the Director of Health Care and Workers’ Compensation Policy at the Illinois State Chamber of Commerce. She established the Illinois Chamber as the business leader on health care and insurance issues.

She has more than thirty years of experience in the health care and workers’ compensation insurance and cost control field. Mitroff is a licensed Illinois insurance producer and has held positions with a major insurance company and third-party administrator of benefit plans for self-funded companies. As President/CEO of the pre-operational Illinois Employers Benefit Alliance, an employer controlled purchasing alliance, Mitroff developed the business and marketing strategies in addition to her management duties.

Mitroff is a frequent speaker and has developed seminars on a variety of legislative, health insurance, workers’ compensation, benefits and child care issues. She has written many publications and articles on these issues and has edited books on the topics of health care cost management and workers’ compensation compliance. She is an author for several newsletters on legislative, human resources and compliance issues. She publishes a newsletter, The Advisor Advantage, that brokers send to their clients to develop name recognition and demonstrate their service and expertise.

She serves on Illinois’ Workers' Compensation Appeals Board and the Adequate Health Care Task Force. Mitroff has also been active with the Illinois State Association of Health Underwriters and the DuPage Association of Health Underwriters (DAHU). Mitroff established the professional lobbying role for the state association. She currently serves as the Secretary of the Illinois State Association of Health Underwriters.

She served on the adjunct faculty at National-Louis University where she taught marketing and management courses. Mitroff has served on the Boards of the Midwest Regional Chapter of the American Association of Preferred Provider Organizations, Ltd. and the Illinois Family-To-Family Child Care Initiative. She was a member of The Illinois Assembly, a state task force addressing Illinois’ uninsured. Mitroff is a trustee on the Wheaton Mosquito Abatement District. She is 1 st Vice-President of the Wheaton Women’s Republican Club. Mitroff is a candidate for State Representative, District 95, a Republican Precinct Committeeman and Secretary for the Milton Township Republican Central Committee.

She has her B.A. degree from Knox College in Galesburg, Illinois and received her MBA (Marketing) from Dominican University in River Forest, Illinois.

Engagements for the firm have included: government relations & advocacy; COBRA compliance audit; health plan competitive analysis; negotiation of health plan renewal; research & analysis of product potential resulting from utility deregulation; design & implementation of a value-added client retention program for insurance brokerage; develop & implement new product marketing plan; contributions to a national human resources newsletter and general human resources and benefits research and consulting. She has consulted on COBRA compliance, HIPAA and HIPAA Privacy among other topics. She has lobbied for various business associations and insurance firms and associations.
