| April 18, 2002 GODFREY FACILITY DISCIPLINED AFTER RESIDENT SUSTAINS BURNS SPRINGFIELD, IL The Illinois Department of Public Health has fined D'Adrian Convalescent Center $10,000 (Statement of Violation), for failure to adequately supervise residents who smoke to prevent an accident. The 119-bed skilled and intermediate care facility is located at 1373 D'Adrian Professional Park in Godfrey. As part of an incident investigation, Department surveyors learned a resident sustained first-, second- and third-degree burns to his face and hands after lighting a cigarette while receiving oxygen. Since the resident was at risk for injury to himself and others due to his non-compliance with the smoking policy, he was required to go to the nursing station when he wanted a cigarette. In the two hours prior to the incident, the resident asked staff at least five times for a cigarette, but was told staff was too busy to get him one. The resident was not allowed to have a lighter, but one was found in his room after the accident. A Department-ordered plan of correction required the facility to assess all residents who smoke to determine the level of supervision needed and to adequately supervise residents to assure they are following the facility's smoking policy and to intervene when they are not. D'Adrian Convalescent Center has requested a hearing on the Department's action. No hearing date has been set. |
