DECATUR FACILITY FINED FOLLOWING RESIDENT'S DEATH SPRINGFIELD, Ill. - East Side Terrace has been fined $10,000 (Statement of Violation) by the Illinois Department of Public Health for failure to implement policies and procedures to prevent resident neglect. The 16-bed intermediate care facility for the developmentally disabled is located at 3850 East Fulton Ave. in Decatur. As part of an incident report investigation, Department surveyors learned staff did not, as per facility policy, provide medical intervention for an unresponsive resident and the facility did not thoroughly investigate the incident or retrain staff after the resident's death. The resident was found lying unresponsive on the floor, but instead of immediately calling for an ambulance as stated in the facility's policy, a staff member tried to call the residential services director. The employee, who was the only one on duty at the time, did not initiate cardiopulmonary resuscitation (CPR) or any other emergency life-saving procedures. The Department-ordered plan of correction required the facility to review and revise its policies concerning the monitoring and care of residents during a medical emergency, and to train staff on when CPR should be initiated and their responsibility in performing the emergency procedure. East Side Terrace has requested a hearing on the Department's action. No hearing date has been scheduled. |
