DANVILLE NURSING HOME FINED FOR NOT MEETING RESIDENT NURSING NEEDS

SPRINGFIELD, IL — The Illinois Department of Public Health has fined Danville Manor, a 51-bed intermediate care facility for the developmentally disabled, located at 1215 Holiday Drive, Danville, $10,000 for not meeting the nursing needs of residents.

Responding to complaints, Department surveyors found repeated instances in which a resident with an elbow fracture did not have a splint or sling in place as instructed by the attending physician. Unknown to the resident's physician, instead of the arm being stabilized in a bent position, at times it was extended; the bandage was loose, wrinkled or bunched up; and some days he was not wearing the sling. After surveyors informed staff the splint was not on properly, the resident was sent to the hospital to have the arm wrapped.

Surveyors also learned a resident had a seizure while attending an off-site workshop but, rather than transport him to the hospital as indicated by facility policy, facility staff asked the workshop staff to bring him back to Danville Manor. Workshop staff refused and had the resident admitted to the hospital.

In another incident, surveyors discovered staff had attached a rubber glove to a resident's penis with a rubber band to try and collect a urine sample. A staff member told surveyors she noticed the man had the glove attached when he was awakened. The glove was taken off while he showered and then reattached by the nurse on duty. Later that morning, employees of a day training center attended by the resident noticed the glove and rubber band wrapped tightly around the penis and removed them. The head of the penis was swollen and discolored.

The facility was ordered to provide residents with nursing services in accordance with a resident's needs and to notify a resident's physician of any accident, injury or change in a resident's condition. The Department also ordered the facility to have written policies and procedures that govern services provided and to make them available to staff, residents and the public.

Danville Manor has requested a hearing on the Department's action. No hearing date has been scheduled.
