SPRINGFIELD, IL —The Illinois Department of Public Health has taken disciplinary action against two downstate nursing homes:

• Energy Specialized Living Center, a 159-bed intermediate care and intermediate care for the developmentally disabled facility located at 210 E. College St. in Energy.
• Turner Manor, a 35-bed intermediate care facility for the developmentally disabled located at 901 Oglesby Road in Harrisburg.

Energy Specialized Living Center was fined $10,000 for failing to provide adequate care for two residents, including a 34-year-old male resident who died of pneumonia. While investigating a complaint, Department surveyors found facility staff did not document giving the resident an antibiotic prescribed by a physician to treat respiratory congestion, or document the resident's worsening condition, for more than a month.

Facility employees also failed to ensure adequate care was given to a 64-year-old female resident who showed signs of dehydration and possible kidney problems but did not receive updated physician orders for more than a month.

Energy Specialized Living Center did not request a hearing on the Department's action.

Turner Manor was fined $10,000 after an annual inspection revealed the facility failed to properly supervise residents and to have residents examined by a psychologist in a timely manner to prevent resident-on-resident abuse. Examples include--

• A 24-year-old female resident abused other residents causing injuries to several. The facility ordered a psychiatric evaluation of the resident, who was having about four tantrums each day, but did not provide in a timely manner the information requested by the psychiatrist.
• The facility documented a 71-year-old female resident had 1,208 tantrums in six months. In one incident, the woman pushed a table into another resident breaking her arm.
• Facility records note a 61-year-old resident "picks on residents who do not have the ability to protect themselves," but no plan was developed to ensure the man did not harm others. In a two-month period, the facility recorded 267 incidents of aggression by the resident.
• The facility devised a plan to decrease the physical aggression displayed by a 54-year-old male resident; however, Department surveyors observed employees of the facility did not follow the plan.

Turner Manor has requested hearing on the Department's action. No hearing date has been set.
