Health Information Security Privacy Collaboration - Illinois

Background

Through a contract with the Agency for Healthcare Research and Quality (AHRQ), The Research Triangle Institute (RTI) has been directed to assess and develop strategies to address variations in organization-level business policies and state laws that affect privacy and security practices and may impact the adoption of interoperable health information exchange. To accomplish this task, RTI issued subcontracts to 34 states and territories.

Governor Blagojevich designated the Illinois Foundation for Quality Health Care (IFQHC), Illinois’ Quality Improvement Organization (QIO), to represent Illinois. The IFQHC applied and successfully won one of the subcontracts from RTI. As a subcontract recipient, IFQHC will be part of the Health Information Security and Privacy Collaboration (HISPC), working closely with RTI to develop practical solutions to privacy and security issues surrounding health information technology.

Purpose

IFQHC will follow RTI’s methodology to accomplish the following:

  1. Assess the variations in organization-level business practices and state laws.

  2. Work closely with RTI and the other members of HISPC to exchange experiences and health information exchange barriers and best practices.

  3. Identify and propose practical solutions to that protect privacy and security while also permitting interoperable health information exchange (HIE).

  4. Develop plans to implement these identified solutions within the state of Illinois.

In order to fulfill its obligations within its contract with RTI, IFQHC will convene a steering committee and several working groups consisting of key state-level stakeholder and industry experts. The RTI/Illinois Project Steering Committee will be drawn from members of the Illinois Electronic Health Records Taskforce. IFQHC will establish a project management structure to staff the voluntary steering committee and working groups.
